Rich Squire PE 
URS is pleased to announce the promotion of Rich Squire to Vice President. Rich has been with URS for two years and is the manager of the engineering and construction services group in Houston, Texas.
Rich has more than 30 years experience in performing and managing a wide variety of civil engineering design and master planning projects including design of transportation, road rehabilitation and bridge replacement projects; hydraulic analysis; water and wastewater treatment facilities; water and sanitary collections; pumping stations; drainage channels and structures; dock repairs; and preparation of environmental assessments. Some of Rich's major clients include TxDOT, City of Houston, U.S. Army Corp of Engineers, Harris County Toll Road Authority, Terminal Link Texas, FEMA, Texas General Land Office, Port of Houston, Port of Galveston and numerous private industry clients.
Rich specializes in management of the design process, construction oversight, project implementation, project controls and program management of small to large complicated multi-task projects. He has significant experience in contract negotiations, sub-consultant management and oversight.
Rich received his Master of Science in Environmental Engineering from the University of Houston in 1983 and his Bachelor of Science in Environmental Science from the University of Michigan in 1974. He is a registered professional engineer in Texas and Michigan. Rich is a member of the American Society of Civil Engineers, the National Society of Professional Engineers, and is active in the Texas Council of Engineering Companies (TCEC) through the Houston Chapter and as a state Board Member.
