Ray Laughter
Ray Laughter is the Vice Chancellor for External Affairs for the Lone Star College System and is responsible for providing information, leadership and support to the communities served by the college district. Areas of responsibility include the Lone Star College Foundation, the Community Leadership Institute, the Small Business Development Center, public information and publications, resource development, governmental relations, and regional economic development.
He has served on numerous national, state and local boards, and various committees related to education and economic development. His memberships include:

- Gulf Coast Workforce Development Board, appointed by Harris County Judge Robert Eckels

Previous to his appointment as vice chancellor he served the college district as executive director of the Center for Business and Economic Development and the director of the Small Business Development Center. Prior to joining NHMCCD he was president of Business Services Assistance Company and chief administrative officer for an international helicopter manufacturer.
He is a native Houstonian and received his Bachelor’s degree and MBA from the University of Houston. He is married and the father of two children.
