Representative Experience
General Counsel for the Greenspoint Redevelopment Authority, Management District and Tax Increment Reinvestment Zone during development of two public parks and extensive infrastructure to revitalize Greenspoint and enhance 5,000 unit multi-family rehabilitation.
Represent real estate developers and governmental entities in all aspects of Tax Increment Financing including creation of Tax Increment Reinvestment Zones, reimbursement agreements and annexations and in other special district creation and representation including municipal management districts.
Assisted City of Houston in creating public-private partnership formed to renovate Houston's Historic Rice Hotel, which involved creation of the Market Square Tax Increment Reinvestment Zone and utilization of historic tax credits.
As General Counsel for the Housing Authority of the City of Houston, spearheaded the creation of public-private partnerships to develop 1,400 new affordable apartments (representing a 35 percent increase in the Authority's total portfolio) over a two-year period utilizing Low Income Housing Tax Credits and HUD financing.
Assisted City of Houston and Housing Authority of the City of Houston in revitalization of Allen Parkway Village.
Counsel for several boards of directors, including three Municipal Utility Districts utilized by the Perot Group to develop a major master planned community in the Fort Worth area.
Work extensively with government entities and officials at the local and state level to create public-private partnerships to promote development and facilitate revitalization.
