Neil Thomas
Neil Thomas, a partner in Fulbright & Jaworski L.L.P.'s Houston office since 1995, has a legal practice acting principally as bond counsel and underwriter's counsel for local government financing. Mr. Thomas has experience with tax exempt and taxable securities transactions for cities, counties, water districts, school districts, housing corporations, universities, colleges and industrial development corporations.

PROFESSIONAL ACTIVITIES AND MEMBERSHIPS
Mr. Thomas is a member of the Administrative and Public Law Section of the State Bar of Texas, the National Association of Bond Lawyers and the Houston and American Bar Associations. He is an associate member of the Texas Association of School Boards and the Texas Association of School Administrators and is a member of the Texas Association of Local Housing Finance Agencies.

EDUCATIONAL BACKGROUND
Mr. Thomas received a B.A., with honors, in 1977 from The University of Texas and a J.D. in 1984 from the University of Houston. He was licensed to practice law in Texas in 1984. At the University of Houston, he was Chief Research Editor of the Houston Law Review.
