Michael F. Bloom, PE, CFM, BCEE
Professional and Educational
Michael Bloom is a Senior Associate with PBS&J. He has 18 years of consulting experience, including project and program management, business development, water resources engineering, water quality management, staff management, and business line profit and loss responsibilities. He is registered professional engineer in Texas and seven other states. He is a Certified Floodplain Manager and a Certified Environmental Engineer by the American Academy of Environmental Engineers. He has provided engineering and environmental consulting services to a number of entities that interface or interact with the North Houston Association region, including, Continental Airlines, Houston Airport System, Harris County Flood Control District, Harris County, Texas Department of Transportation – Houston District, the Port of Houston Authority, and the City of Tomball. Mr. Bloom received his B.S. in Mechanical Engineering from Syracuse University and his M.S. in Environmental Engineering from Drexel University.
Professional Organizations
Mr. Bloom currently serves as Vice-Chair of the Water Issues Committee of the Greater Houston Partnership (GHP) and is a member of the Environmental Policy Committee of GHP. He Chairs the Watershed Management Committee of the Water Environment Association of Texas (WEAT), which is the principal educational and professional society for wastewater treatment and watershed management professionals. He was nominated by the Houston Council of Engineering Companies (HCEC), GHP, and WEAT to serve on the Houston-Galveston Area Council’s (H-GAC’s) Bacteria Implementation Group (BIG), which is tasked with recommending strategies to the Texas Commission on Environmental Quality to reduce bacteria pollution in our area bayous and lakes. He was confirmed as a member by the H-GAC Board of Directors. He is past chair of the Stormwater Quality Committee of HCEC and has served on the Water Resources and Drainage Committees of HCEC in the past.
Civic Organizations
Mr. Bloom served on the board of directors and as president of Families with Children From China – Houston, Inc., an educational group that supports families who have adopted from China, The group also provides programs and events about trans-racial adoption to educate the community at large at these issues. Mr. Bloom assisted with PBS&J’s involvement with Commissioner El Franco Lee’s Bright Futures Fair, which is an educational event for disadvantaged children conducted as part of the final competition of the Summer Street Olympics at Reliant Stadium.
Political
Mr. Bloom is currently engaged in supporting Renew Houston, an effort to amend the City of Houston’s charter to create a dedicated funding source for streets and drainage infrastructure. He actively supports candidates that see the link between infrastructure and quality of place and quality of life.

Mr. Bloom has received the Emerging Leader Award from WEAT.
Personal
Mr. Bloom moved to Houston in 1998. He lives in West Houston with his wife and two daughters, Elizabeth (age 11) and Catherine (age 8).
