David Millikan, P.E.
David Millikan is Southwest Region Manager and Vice President (Texas, Louisiana, Arkansas, Oklahoma, and New Mexico) and Austin Division Manager for Wilbur Smith Associates. Mr. Millikan is responsible for directing the Firm’s efforts on selected projects and for supporting its growth throughout the Southwest Region. Mr. Millikan has 25 years of experience in engineering project management, water resources, infrastructure facilities design, consultant selection, contract negotiation, and public agency involvement. This experience includes managing aspects of the planning, design and/or construction. He graduated from University of Arizona with a B.S., Civil Engineering. Wilbur Smith Associates is a professional services consulting firm that specializes in transportation, infrastructure and community development planning, engineering and economics. Founded in 1952, WSA now has over 75 offices in 18 countries (including the Houston office which was opened in 1963).
